The program is administered in El Salvador by members of the Rivera family who receive a small monthly stipend from Project Salvador. They are assisted by a number of unpaid volunteers in El Salvador.
 
The Rivera family identifies academically promising candidates from families of limited means, interviews the candidates and their families, and visits their homes to verify financial need before granting the scholarships. The Rivera family also visit with the students periodically during the school year to monitor grades, conduct workshops, and distribute scholarship materials. Jerry and John visit El Salvador about twice a year, and Project Salvador Scholarship Coordinator Tony Gasbarro, spends a month each year in El Salvador, to visit the students, and to monitor their progress and that of the scholarship program itself.
